Brokerage Services | Federal Government Leasing Group

CBRE’s Federal Government Leasing Group is a national practice group specializing in all aspects of Federal Government lease transactions.  Services provided to client building owners include acquisition and renewal of government leases, financing and sales of government leased properties, and problem solving and dispute resolution with respect to existing Federal Government leases.  The principals in charge of CBRE’s Federal Government Services Group, Tim Hutchens and Patrick Mahady, combine broad based federal government leasing experience and extensive relationships with GSA and other federal agency personnel.

The Federal Government, acting through the General Services Administration (GSA), is the largest single user of space in the United States – leasing approximately 170 million square feet.  CBRE’s Federal Government Leasing Group brings skills, experience, and perspective to support CBRE clients in GSA lease transactions nationwide.  Assignments involve the procurement of Federal Government tenants and the renewal of leases in client-owned buildings and all matters related to such transactions.

In addition to GSA, a number of other federal agencies, using either independent leasing authority (the Securities and Exchange Commission, the Central Intelligence Agency, the Office of the Comptroller of the Currency and the Smithsonian Institution, to name a few) or delegated authority from GSA (the National Institutes of Health, the Department of the Interior and the Army Corps of Engineers, among others), procure space directly using their own personnel or third party brokers.  CBRE’s Federal Government Leasing Group has worked on leasing transactions with all of these agencies.

The latest development in federal government real estate is Enhanced Use Leasing.  These transactions involve a long term ground lease from the Federal Government to a private sector developer of a parcel of federally owned land, the construction or renovation of commercial office or other types of facilities on the property and an occupancy lease with the Federal Government or a private sector user of the new facility.  Enhanced Use Leasing is being used by the Department of Defense, the Department of Veterans Affairs, NASA and the Department of Energy to obtain value from their unutilized real property assets while at the same time satisfying near term space and facility needs.  While a relatively new technique, CBRE’s Federal Government Leasing Group has been involved in major Enhanced Use Lease projects at Walter Reed Army Medical Center, Fort Detrick Maryland, Oak Ridge National Laboratory and at the VA Medical Centers in Atlanta, Georgia, Milwaukee, Wisconsin and Columbia, South Carolina.
