"The launch of the Siu Lek Yuen site reflects the Government’s growing emphasis on meeting market demand via purpose-built student accommodation. Its manageable development scale, proximity to two MTR stations and established education catchment make it a logical pilot site under the ‘Hostels in the City’ Scheme. The tender result could establish the first meaningful land-pricing benchmark for private student hostel development and guide the future release of similar sites in Kai Tak and Tung Chung East."Eddie Tsui, Senior Director, Valuation & Advisory Services, CBRE Hong Kong |

Established Transport And Education Catchment
The site is with close proximity to both City One and Shek Mun MTR stations. Nearby education facilities include Hong Kong Baptist University’s Shek Mun Campus, The Hang Seng University of Hong Kong, Prince of Wales Hospital and a cluster of Vocational Training Council institutions. This concentration of existing institutions provides an identifiable tenant catchment and supports demand from eligible local and non-local post-secondary students.
The site’s compact scale and established surroundings should also offer a more manageable development and operating profile than the two other sites included in the Government’s January 2026 Expression of Interest (“EOI”) exercise.
Why Siu Lek Yuen Was Selected as The Pilot Site
The Government’s EOI exercise covered three commercially zoned sites in Siu Lek Yuen, Kai Tak and Tung Chung East respectively. The three locations were selected to test market preferences across districts at different stages of development.
Siu Lek Yuen has the smallest development scale, with a maximum GFA of approx. 10,000 sq. m., compared with around 43,000 sq. m. at Kai Tak and 22,500 sq. m. at Tung Chung East. Its lower initial capital commitment, close proximity to two operating MTR stations and concentration of existing education facilities make it a relatively contained pilot project.
By comparison, the Kai Tak site involves a larger investment commitment, far away from MTR stations (Kowloon Bay or Kai Tak) and additional development obligations, including construction of an adjoining promenade. The Tung Chung East site’s accessibility and education catchment are more dependent on planned infrastructure, including the Tung Chung East MTR Station expected to commence operation in 2029, a proposed site for international school and a proposed post-secondary institution in the vicinity.
The Siu Lek Yuen tender should therefore provide a clearer initial test of investor appetite, land pricing and operating-return expectations for purpose-built student accommodation. The Government will consider the future release of the Kai Tak and Tung Chung East sites with reference to the pilot site’s tender result.

Market Outlook
The tender is expected to attract keen interest from developers, investment funds and specialist accommodation operators. Nevertheless, pricing will be influenced by the proposed restriction to student hostel use, cohesive ownership requirements and the income-producing nature of the asset in a renewed cycle of interest rate hikes macroeconomic environment.
As the first government site dedicated to purpose-built student accommodation, the site will serve as a key test of the market expectations regarding investment returns, preferred ownership structures, and the sector’s capacity to deliver professionally managed student housing. The tender outcome is likely to shape the valuation and disposal strategies for future sites under the “Hostels in the City” Scheme, as well as other commercial land sites within the government’s inventory that may be released to the market in the future.
We hope the Government will take into account the feedback received during the previous Expression of Interest exercise and incorporate it into the final tender conditions wherever possible. Given current market conditions and the site's location, it is already quite clear that the intended use will be student accommodation. Rather than imposing a restrictive 'student hostel only' user requirement, maintaining broader commercial / non-industrial as permitted uses under land lease would provide greater operational flexibility and efficient use of land resources over the long term. This would enable operators and educational institutions to respond to evolving future needs, including the provision of supporting teaching, research, and student facilities, while preserving the site's primary role in addressing student housing demand.
