Genesee Borges has provided valuation and right of way advisory services in Oregon and Southwest Washington since 2004. She currently serves as Vice President in the CBRE Valuation and Advisory Services division.
Having commenced her right of way career with Right of Way Associations, Inc. (ROWA) in 2004, Ms. Borges contributed to and coordinated various projects involving acquisition, relocation, property management, and appraisal coordination. Her work with ROWA included providing Administrative Offer Summaries, Administrative Determinations of Just Compensation, Project Funding Estimates, and alignment cost studies. Projects included the Columbia River Deepening Project, Portland’s Eastside CSO, Oregon Transportation Investment Act III (OTIA III) bridge rehabilitation projects, and Affordable Housing projects throughout the Portland metropolitan area.
Ms. Borges' then pivoted toward pursuing the Certified General Appraiser license which led her to Donnerberg Enterprises, LLC in 2015. Here, she specialized in infrastructure appraisal work, focusing on valuations for full and partial acquisitions acquired under the threat of eminent domain and litigation support. Major projects included Outer Powell Safety Phase I and Phase II Project (ODOT), TriMet’s Division Transit Project, and the Newberg-Dundee Bypass Project (ODOT). Ms. Borges graduated from Portland State University with a Bachelor of Science, with undergraduate studies focused on Mathematics and Statistics. Subsequent to completing all qualifying coursework and experience for the appraisal licensing through the Appraisal Institute, she then pursued the dual Master of Real Estate from the Portland State University’s School of Business.
