Ms. Caplener is an Appraiser working in the Pacific Northwest Region of the Valuation and Advisory Services group, within the Right-of-Way (ROW), Aviation and Public Projects division of the Northwest Region. Ms. Caplener is licensed as a Certified General Real Estate Appraiser in Washington.
Ms. Caplener has specialized in Right-of-Way and public project work for eight years. She primarily focuses on the valuation of general commercial real estate, special use, and right-of-way work in the Pacific Northwest. Ms. Caplener has appraised a variety of property types throughout the Puget Sound Region including industrial, retail, office, residential properties, hotels, and vacant land.
Ms. Caplener has assisted in eminent domain appraisals of partial acquisitions, temporary and permanent easement rights, fee takings and easements for municipal agencies. She also has experience in litigation and trial support for private entities and public agencies. Other appraisal assignments have included market rent consulting, highest and best use analysis, and purchase consulting.
A considerable portion of her work involves partial acquisitions relating to eminent domain and conservation easements. In addition, a variety of Aviation related appraisals have been completed, including ground lease revaluation efforts, appraisals of leasehold positions in hangars and other buildings. Improved and unimproved valuations have been performed for acquisitions in fee, leased fee, and leasehold interests, and various partial interest assignments such as conservation easements, utility easements, subsurface, and air rights. UASFLA-compliant appraisals have been prepared for a variety of agencies on a wide range of property types.
