Kelly LeBlanc is an Appraiser with CBRE’s Valuation and Advisory Services (VAS) team in Grand Rapids, Michigan. Kelly’s geographical focus takes her across the State of Michigan with an emphasis on properties in west, southwest, and northern Michigan.
Kelly has performed valuation services on a wide range of property types, including apartments, industrial, vacant land, office, retail, residential subdivisions, and condominium developments. During the recent urban redevelopment boom, Kelly established a focus in the appraisal urban mixed-use developments containing residential and commercial components. She has appraised some of the most complex proposed developments in West Michigan, many of which include multiple development incentives. From 2014 through 2017, she appraised 28 proposed urban mixed-use developments in Grand Rapids, Lansing, and Kalamazoo. Her experience in the valuation of non-realty development incentives includes Obsolete Property Rehabilitation Act (OPRA) real estate tax exemptions, Brownfield Redevelopment Tax Increment Financing (TIF), and Neighborhood Enterprise Zone (NEZ) certificates.
Ms. LeBlanc started her appraisal career as an associate at J.P. Bainbridge & Associates, Inc. in 2013. She joined CBRE’s VAS team as a valuation associate in January 2014 and was promoted to her current role as an appraiser in December 2015. In addition to delivering high-quality valuations, she is responsible for maintaining existing and developing new client relationships.
