Randy Burns

Randy Burns is a Director, Property and Transaction Tax Services of the Valuation and Advisory Services. Located in the San Francisco office, Randy has over 35 years of property tax and real estate transfer tax experience in the Western US, with his primary experience in California, Oregon, and Hawaii. He is responsible for developing, leading and managing California and Oregon.

Prior to joining CBRE, Randy was a Principal and Area Leader in the Pacific Northwest and Hawaii for Paradigm Tax Group. His career began in the Alameda County Assessor’s Office where he was a commercial appraiser. He joined KPMG’s property tax practice in 1993 as a Senior Manager. KPMG sold the property tax practice in 2004 to a newly formed company, Paradigm Tax Group.

Randy has specialized exclusively in real and personal property tax assessment issues. He has saved taxpayers millions of dollars in property taxes through assessment appeals and managing property taxes and compliance matters for taxpayers. Property types include commercial, industrial, multi-family, hospitality, power generation and other special purpose properties for owners and tenants. He has developed strategies and secured reductions for portfolios and individual properties with some of the highest assessments in his area of expertise.
