With more than 95 million passengers passing through O’Hare International Airport and Midway International Airport each year on approximately 3,000 flights per day, the City of Chicago’s Department of Aviation (CDA) is constantly striving to improve the safety, comfort and convenience of the travelling public and those who work at the airports. In 2005, the City of Chicago retained Chicago Airports Resources Enterprises (CARE), a joint venture led by R.M. Chin Associates and CBRE Heery, Inc. to oversee the City’s ongoing, multi-billion dollar capital improvement program at both airports. The CARE Team contract for agency CM services was renewed in 2011 and again in 2016 for five years with two, two-year options.

The capital program’s projects cover the entire spectrum of aviation work, including:

  • Airside projects, from runways to environmental work
  • Terminal expansion, renovation, vertical transportation and concession projects for both public and tenant areas
  • Terminal MEP and life safety projects
  • Landside projects, including roadways, rental car facilities, parking garages and public transportation

Our services for the CDA at both airports span owner’s representation, project management, construction management and planning. Our team has also been involved in special projects, such as baggage handling, security check-points, runway safety area improvements and safety management.
